对国有农场“两田制”改革的思考

摘　　要："两田制"是指将国有农场耕地分为身份田和招标田两部分,改土地承包为租赁经营。这种制度如果实施得当,将有利于承租人增强自主投入、自抗风险的意识,带动农场人事制度的变革,提高农场机关的办事效率和工作绩效,有利于实现生产的规模经营和专业化经营;如果实施不当,将会出现不利于农业经济长远发展和当地社会和谐稳定以及不利于农场职工生活改善等问题。所以,在"两田制"实施过程中必须要注意建立相对完善的企业法人治理结构和保障养老保险及时足额上缴等问题。The two-kind-field system is dividing farmland of the state-owned farms into that of growing rationed grain and that for leasing,which has changed the land contract system into the land lease system.The proper implementation of this system will enhance the tenant＇s pioneer spirit of self-determined finance and risk resistance,stimulate the reform of human resources regulations in farms,improve the working performance and efficiency in the farm departments,and,above all,will help fulfill the scale management and specialized operation.However,if the system is not used properly,it will also harm the local agricultural economy and the social stability and make against the improvement of living level of the farm staff.Therefore,in the process of the implementation of two-kind-field system,government must pay attention to building the relatively perfect corporate governance structure of enterprises and ensuring the endowment insurance paid timely and sufficiently,etc.
