摘　　要：事业单位的中层干部,就其位置而言,处于上层与下层的结合点,既是"官"又是"兵";就其身份而言,既是技术专家,又要亲临一线,开拓业务。文章结合湖南省科技信息研究所中层干部管理与实践的经验,阐述了如何提升事业单位中层干部的工作能力,并分享了自己的心得体会。Middle-level cadres in public institution,in terms of the position,are at the combining point of the upper and the lower and they are not only＂officials＂but also＂soldiers＂;while in terms of the status,they are technologists,however,they still need to be at the front line and develop business.Combined with the managerial and practical experience of the middle-level cadres in Institute of Hunan Science Technology Information,this paper described how to elevate working abilities of middle-level cadres in public institution and also my own feelings and experience are shared.
