国外天然气管道建设历程及对我国的启示

摘　　要：欧洲、美国等国外天然气长输管道的建设已经历了几十年的历史,天然气管网建设已相当完备,长距离输气管道长度已超过150×104km。我国正在加快推进西北、东北、西南、海上四大战略通道和国内天然气主干管网建设,完善储运设施和调控能力,管道建设正处于快速发展初期,将逐步形成资源多元、调度灵活、供气稳定的全国性管网和供应体系。论述了国外天然气管道的建设历程,国外天然气管道的运行、监管模式,并对国内外在天然气管道建设、天然气管道前期研究、天然气管道管理等方面进行比较,从中找出问题与差距,提出对我国管道建设及运营管理的启示。The construction of natural gas pipelines in Europe,the USA, and some foreign countries experienced several decades of history. In these countries,the construction of the natural gas pipeline network was perfect,the length of long-distance natural gas pipelines was over 1500000 kilometers. China is accelerating the construction of four strategy channels(northwest channel,northeast channel,southwest channel,and maritime channel),and the domestic natural gas trunk lines,as well as the improvement of transportation facilities and the ability of regulation and control. The construction of pipelines in China is in the early stage of rapid development. The nationwide pipeline network and supply system with multivariate resources, flexible scheduling,and stable gas supply will be gradually formed. The construction course of pipelines,and their operation and supervision modes in foreign countries were described. The construction,feasibility study,and the management of gas pipelines in China and foreign countries were compared. According to the problems and disparities after comparison , enlightenments of construction,operation,and management of pipelines on China were put forward.
