摘　　要：通过分析我国当前群众体育的现状及不能适应建设和谐社会要求的具体问题,推出了"以人为本"体育观是建设和谐社会的内在要求这一论点,从国家政策和职能部门的角度以及政府引导和群众参与的"互动"角度指出发展"以人为本"群众体育的具体措施和办法。The current state of the sports for the masses cannot meet the demands of building a harmonious society.Consequently,this article points out an argument that people-oriented sports concept is the inner requirement of building a harmonious society.Finally,it indicates some specific measures to develop people oriented sports for the masses from the perspective of national policy and the function department of the government and from the angle that the government instructs people to get invdved in the interaction.
