摘　　要：区域经济发展是当今世界经济发展的新趋势,制定和实施区域开发战略则成为国家和区域政府推进区域经济发展的有力武器。以区域政府作为区域开发战略的实施主体,对区域开发战略管理过程进行理论探究就具有积极的理论和实践意义。本文从动态视角出发,结合区域开发建设特点,对以区域开发战略制定与实施为基本环节的战略管理过程进行理论探讨和研究。Regional economy development is the new tread of nowadays world economic development. So how to constitute and implement the regional developing strategy becomes a powerful weapon for state and regional government to push regional development. Theoretical research into regional exploitation strategic management, which takes regional government as implementing subject of regional exploitation strategy, should have positive theoretical and practical meaning. Starting from dynamic perspective and combining with character of regional exploitation, this paper will study strategic management process, which takes constitution and implement of regional exploitation strategy as basic chain.
