摘　　要：本文通过分析网络舆论监督三大优点:主体具有广泛性和独立性、行为具有交互性、效果具有直接性和三大缺点:无序性、软弱性、单一性,提出要完善网络舆论监督,政府的监管和引导是关键。This paper tells us three advantages and three disadvantages of public supervision by network： the extensive and independent of subject, the interactive of the action, the direction of the effect; the disorder, the weakness and the unity. Then the author thinks that the vital factor to advance the public supervision by network is the management and introduction of the government.
