摘　　要：分析了目前图书馆制度建设中存在的问题,从强化制度建设的规范性、完整性和系统性,＂以人为本＂进行制度建设以及加强制度的有效执行3个方面提出了完善制度建设的具体措施。This paper analyzes the problems existing in library＇s system construction at present,and puts forward some concrete measures for perfecting the system construction from three aspects of strengthening the normalization,integrity and systematization of system construction,carrying out the system construction based on people-based concept and strengthening the effective enforcement of system.
