摘　　要：论文阐述了国内外图书馆法制建设史和我国图书馆法立法进程及现状,并提出了我国《公共图书馆法》应该规范的内容,希望能对我国《公共图书馆法》的立法有所帮助。The domestic and overseas history of the library legal system, the legislative process and status of the library law in China are described in this paper. What should be defined in the Chinese Public Libraries Act are also proposed in the paper, and the assistance of this paper to the legislative process of the Public Libraries Act is expected
