摘 要:文章旨在反映农业水价变化对地区水资源利用效率和效益的影响。以经济学理论为基础,建立起农业用水的需求函数模型,研究宁夏农业水价与用水的关系;对不同水价方案进行水资源配置分析和水循环过程模拟,分析各种方案下用水部门的用水效率;进一步分析各方案的经济、社会和生态后效性响应,评价区域广义水资源利用效益。随着水价的提高,农业用水将呈下降趋势,用水量变化影响了区域的水循环转化过程,改变了生活、经济及生态的广义用水格局,使得区域水资源消耗总量减少,促进了地区用水效率的提高,同时也促进了单位水经济产出的增加,使得用水结构趋于合理、用水效用趋于高效。Based on the theory of economics, this article studies the relationship between agricultural water price and water utilization to establish the demand function model of agricultural water utilization for the NingXia Atonomous, China. The price elasticity of agricultural water demand, and the agricultural water demand in different water price levels are analysed. Further more, based on the theory of generalized water resources efficient utilization, the efficiency and benefit of water resources utilization in different water price level are analysed. Following the raising of agricultural water price the agricultural water will reduce. The decrease of agricultural water utilization will affect the water cycle process, and influences the proportions of domestic water use, economy water use and ecological water use. The raising of water price will induce the decrease of total water consume, promote the efficiency of water utilization and improve the output of unit water use.
