摘　　要：给出了一种分布式条件接收系统(CAS)的结构设计,同时还提出了一种有效降低授权管理信息(EMM)数据量的方法。利用该分布式CAS,可以实现电视台、网络运营商对各自经营业务的管理,从而真正实现数字电视业务的版权管理。In this paper, an innovation of distributed Conditional Access System （CAS） in DVB broadcasting is proposed to reward the digital right management of digital television services. The methods of reducing the Entitlement Management Message （EMM） data and improving the efficiency of the bandwidth are also proposed. By using the proposed method, the television station and network operator can manage their service severally, and the real right management of digital television is realized.
