宁夏黄河水权转让的法经济学分析

摘　　要：黄河哺育着万物、创造着文明,为沿岸生态系统和经济发展提供支撑。目前黄河水资源日益紧缺,迫切需要建立以水权、水市场理论为基础的水资源管理体制,依此完善水权制度、提高水资源利用效率、增强水资源承载能力。本文尝试运用法经济学的基本理论对宁夏境内黄河水权转让问题进行探究,并提出相应的改进方略,凭依保障水权、促进水资源的有效配置和科学利用。The Yellow River is regarded as the mother of Chinese civilization and it supports the ecosystem and economic development of the relating regions. However, the Yellow River is short of water now. It is urgent to establish water right system, improve the efficiency of water usage and carrying capability. From the perspective of Law Economics, the essay analyzes the water rights transferring and offers the relevant solutions.
