摘　　要：对地方政府群众体育行政变迁的研究表明,其主要特点是"官办分离"的群众体育行政体系已形成,但市一级群众体育行政的主要职能在体制转型后没有发生变化,区一级群众体育行政与文化、广播电影电视新闻出版部门整合后呈现弱化状态。因此,在"大部制"改革背景下,从合理利用体育资源的角度,地方政府应建立由教育行政部门统筹管理体育(群众体育)的行政体系。By researching on the transition in the mass sports administration of local government,the author finds that the sports administrative system has been estabilsh,whose mainly characteristic is ＂the separation from government operation＂.But the main functions of mass sports administration at the municipal level do not change after institutional transformation,and the district-level one shows weakening after it integrated in functions with publishing department of culture,radio,film,TV and the press.In the background of ＂Super-Ministry System＂ and from the perspective of a reasonable use of sports resources,local government should establish a sports administration system that is managed by the education administration.
