摘 要:当前,军队为适应中国特色的新军事变革,进行着重大的编制体制调整,护理队伍人员结构呈现多元化趋势——军人护士、文职护士、士官护士、聘用护士、职员护士、返聘护士6种类别并存;新结构的护理队伍,成分复杂,来源广泛,特点、矛盾明显,同工不同酬现象突出,职称结构层级不合理,管理难度大。为调动各级护理人员工作积极性、提高群体凝聚力、促进护理队伍可持续发展,保证军队平稳地度过结构调整阶段,通过建立各类人员管理制度、工作绩效考核制度、科室对护士工作评价制度、流动性动态管理机制、护士长、责任组长岗位公开竞聘制度等,使人才效益最大化。护理队伍呈现出团结协作、相互促进、和谐共处、良性竞争、共同进步的良好工作氛围,服务质量明显提高,服务保障力明显加强。The army force is undergoing a significant structural adjustment to new military revolution with Chinese characteristics.The structure of nursing team becomes diversified with military nurses,civilian nurses,non-commissioned nurses,contracted nurses,staff nurses and re-employ nurses coexisting.The new nursing team is characterized by complex members,wide variety of sources,obvious features and contradictions,apparent phenomenon of unequal pay for equal prominence,inappropriate title structure,and difficult management.Through the establishment of personnel management system,work performance appraisal system,job evaluation system by departments,dynamic liquidity management and open competitive selection system for head nurse and top team leader,personnel could maximize their advantages.After the adjustment,a favourable working atmosphere was established in terms of cooperation,mutual promotion,harmonious coexisting,healthy competition and mutual advancement;service quality obviously improved and services insurance enhanced.
