摘　　要：应用层次聚类方法,以自然、社会经济方面的主导因素为评判指标,以GIS技术为支撑,通过定量计算和对土地利用状况进行分区,结合定性分析对各分区单元的调整.结果表明:全市可划分为九龙江湾城镇发展区、泛东山湾港口优势产业发展区和西部山区生态发展区三个综合区.在此基础上,提出了有效调控各分区土地利用的对策措施.为引导和约束人们的土地利用活动,创造和谐的人地关系提供参考.Application of hierarchy clustering method with the natural social and economic aspects for the evaluation indexes of the dominant factor, at the same time, support on GIS and space technology, through quantitative calculation and land use status of division, combined with qualitative analysis of each division of the unit. Its show that： the zoning can be divided into thg Jiulong jiang harbeur town industrial development and port developent zone and the valley of ecological development of western mountainous area of three zoning. Based on this, puts forward the effective control of land use zoning countermeasures. In order to guide and constraint of land utilization, people who create harmonious relationship.
