摘　　要：在21世纪的今天,新公共行政学派的理论已经有兼容并包的趋势,中国行政改革中已出现了民营化、公共服务均等化等超前的理论。但是实践告诉我们超前或滞后的理论都无助于公平正义的重塑,新公共行政学的公平正义论恰逢其时。In the 21st century,a new theory of the school of public administration has been inclusive of the trend,China＇s administrative reform privatization has also emerged,such equalization theory of public services ahead of the time.However,the bottlenecks faced by these practices is telling that we do not clear China＇s current stage of the background and theory,the neither advanced theory nor lagging theory would help replastic the equity and justice,and a new public administration of equity and justice is on the right moment.
