摘　　要：《循环经济促进法》的颁布实施,为实现高等教育的科学发展提供了法律保障。该法确立的减量化、再利用和资源化的法律原则以及相应的法律规范,对保障高等教育的科学发展具有重要作用,也为高等教育在循环经济发展中发挥作用提供了法律保障。Scientific development of higher education is to integrate the relationship between people,human and nature,and human and social relations in deveopment;To adhere people-oriented,to achieve harmony between people,human and social harmony,and harmony between man and nature.The promulgation and implementation of Circular Economy Promotion Law provides legal protection for realizing these harmonies.The reduction reuse and recycling principles and the corresponding legal norms which are established by the law have played irreplaceable role in protecting the scientific development of the higer education,and also provides legal protection for expressing the effect of higer education in circular economy
