摘　　要：近年来,海洋应用类科技成果对促进海洋事业可持续发展的作用日趋突出。海洋科技成果应用转化是能否实现科技支撑服务作用的关键,而做好成果转化,其中一个关键环节是做好项目成果考核指标设计以及建立科学、有效的成果评价方法。在研究科技项目管理一般规律基础上,初步提出如何设计海洋应用类科技成果的评价指标和评价方法设想,期望对海洋应用类科技成果考核指标的具体设计和评价方法机制的改进起到一定的指引作用。In recent years, applied achievements of marine science and technology are prominent for promoting marine sustainable development. Transformation and application of marine scientific and technological achievements is the key for the service of science and technology in marine development. One important factor for making the transformation is the assessment index design and a scientific and effective assessment method. Based on the general rules of scientific research, the design of the evaluation index of marine science and technology achievements and evaluation methods are preliminary proposed, which would be helpful to improve the evaluation index design and evaluation mechanisms.
