摘　　要：能源动员准备是保障急时和战时有效实施动员的重要基础。从和平时期能源动员准备机制的构成分析入手,将能源动员准备机制划分为组织机制、能力保障机制、投入机制和监督机制四个子系统。提出实现国民经济动员准备期资金投入、使用、监督有机配合的手段和方法。The energy mobilization preparation is the important foundation to ensure effective mobilization during the wartime and an emergency.By analyzing the composition of preparation mechanism of energy mobilization,this paper divides it into four parts：organization mechanism,security mechanism of the capabilities,input mechanism,supervision mechanism,and discusses about the measures and means by which the organic coordination of capital input,uses of funds and financial supervision can be realized.
