全寿命期集成化的跨境管道风险管理模式

摘　　要：将跨境管道全寿命期划分为建设前期、建设期和运营期三个阶段;综合考量了其上各管理主体的风险管理目标及其与项目总目标间的关系;提出了包括风险识别、评价、应对与监控在内的跨境管道风险管理环,并给出了其在全寿命期三个阶段上实施的方法集;进而,研究开发了跨境管道全寿命期集成化风险管理信息系统;综合集成风险管理时间、主体、目标、过程、方法、途径,构建完成了全寿命期集成化的跨境管道风险管理模式。将其应用于中哈管道建设风险管理案例研究,表明该模式可为跨境管道相关主体提供一整套规范、实用的风险管理与决策支持服务,从而确保工程全过程各项目标的顺利实现。The life cycle of cross-country pipeline is divided into three phases：pre-construction phase,construction phase,and operation phase.A comprehensive study has been performed on the risk management objectives of each management body at each phase and the relationship with project overall objectives.The cross-country pipeline risk management loop is proposed which includes risk identification,evaluation,response and monitoring,and the methods for carrying out the loop at different phases are given.Then,the life cycle integrated risk management information system of cross-country pipeline is developed.Finally,based on the above integration of risk management time,bodies,objectives,processes,methods,and channels,the life cycle integrated risk management mode of cross-country pipeline has been established.Finally,a case study is given,which shows the mode introduced in this paper can provide a whole set of standardized and practical risk management and decision support services for management bodies relating to the cross-country pipeline project,thereby ensuring the fully accessible realization of objectives of the whole project.
