新农村建设中的大学生村官制度探析——以福建省选聘生工作为例

摘　　要：选聘高校毕业生到农村任职,是党中央做出的一项重大战略决策。文章从选聘生政策发展的角度出发,以新农村建设为背景,结合多年的选调(聘)生工作经历,考察大学生村官制度的发展情况与国家的有关政策,探讨了新农村建设需要大学生村官的原因,并揭示了当前大学生村官遇到的困难,认为政府对大学生村官应"严格入口,完善培训,优化环境,畅通出口",学校应"注重培养,加强引导,跟踪服务,配套到位",学生村官应"提高认识,提升能力,扎入农村,做出实效"。Selecting and appointing the college graduates to serve the village is a major strategic decision made by CPC Central Committee.Based on years of practice and experience and under the circumstances of new rural construction,the author investigates the status quo of little village official system and its related national policy from the perspective of the rule development in this respect.The neerds of the graduate officials and current difficulties faced by them are also discussed.Some countermeasures for all sides relevant are proposed,that is,the government should hold the policy of strict enrollment and easy employment,and improve the work training and environment;universities should enhance the training and guidance,provide follow-up service and necessary support;graduate officials should improve their knowledge and capabilities to live and succeed in villages.
