推进河北省市场化节能减排的政策建议

摘　　要：欧盟、日本、美国等发达国家在节能减排方面的经验为河北省推行市场化节能减排提供了很多启示。河北省应进一步建立完善的促进节能减排的市场准入机制、交易机制和退出机制,完善相关法规,健全服务体系,构建宣传体系,推动市场化节能减排顺利进行。The experience of European Union,Japan,the US and so on developed country in the saving energy and reducing pollutant emission can provide much enlightenment for Hebei province to carry out the marketability energy conservation and emission reducement.Hebei province should further establish the perfect market access mechanism,transaction mechanism and the withdrawal mechanism promoting energy conservation and emission reducement,consummate related laws and regulations,perfect services structure,construct propaganda system,and promote the marketability energy conservation and emission reducement smoothly.
