关于建立抗灾防灾全国统一电话信息平台的重要性分析

摘　　要：通过近年发生的典型灾情事件分析,指出我国抗灾防灾存在的突出问题。随着电话特别是移动电话的普及,设想建立全国抗灾防灾统一电话及其信息平台,出台相应的技术管理规范,使之成为规范各级政府防灾减灾行为、实现跨地域多部门联合制作与发布各级灾情信息、防御各种自然灾害与突发事件、从根本上解决这些突出问题的强有力手段。Some Chinese typical disasters occurred in recent years were studied.Many outstanding problems were found in disaster prevention.With the popularity of telephone,especially,the mobile phone,the establishment of a unified national telephone system of disaster prevention and its relevant information platform were assumed.Appropriate technical management specifications should be introduced and be made as the powerful mean of norm in disaster prevention actions at all levels of government,cross-regional multidisciplinary co-production and release all levels of disaster information,defense various kinds of natural disasters and emergencies,solute fundamentally those outstanding issues.
