北京农村科技协调员体系建设的SWOT分析

摘　　要：以北京农村科技协调员体系为研究对象,运用SWOT方法,分析了农村科技协调员体系建设的优势、劣势、机遇与挑战。农村科技协调员体系建设的主要优势是创新资源丰富、发展基础好、政策推动导向;主要劣势是相关管理制度和协调机制缺乏、基层经费不足、协调员素质偏低;主要机遇是"科技北京"行动计划的实施、现代信息技术的有力支撑、农业科技需求旺盛;面临的挑战是发展低碳农业和金融危机的后发影响。应用SWOT分析矩阵,列出了北京农村科技协调员体系建设的SO战略、WO战略、ST战略和WT战略,为政府及相关部门制定决策和规划提供参考。A SWOT method was applied to analyze the strengths,weaknesses,opportunities and threats of the construction of Beijing Rural Science and Technology Coordinator System（BRSTCS）.The strengths include rich resources for innovation,a good foundation for development,and the policy of a strong impetus.The weaknesses are the lack of relevant management systems and coordination mechanism,an inadequate financial support,the low quality of the coordinators.The main opportunities come from the implementation of the ＂Science and Technology Beijing＂ action plan,a strong support provided by modern information technology and a strong demand on the agricultural science and technology.The threats are the requirements of low-carbon agriculture development and the impact of the financial crisis.Using SWOT matrix,SO,WO,ST and WT strategies were provided for the construction of BRSTCS,which would be a useful reference for the government and relevant departments in decision-making and planning.
