陆台经济一体化下陆资入台的信任障碍与制度构想

摘　　要：作为大中华经济圈的重要组成部分,台湾与大陆近年来的经贸活动日益频繁,大陆企业赴台投资已经成为不可逆转的历史潮流。然而,目前台湾方面对陆资入台在开放措施、投资领域、对大陆人员的信任等方面存在诸多障碍。因此,要克服陆资入台的种种困难,两岸应该修订《两岸人民关系条例》、签订《陆台双边投资保护协定》、构建CEPA以及尽早制定陆资入台规划与安排。As an important part of the Greater Chinese Economic Circle,the trade between Taiwan and Mainland have become increasingly frequent in recent years.The investment from enterprises of Mainland to Taiwan have been an irreversible trend.However,there are many obstacles in investment from enterprises of Mainland to Taiwan such as the opened measures,the scope for investment and the trust to the people of mainland currently.Therefore,to overcome all kinds of these difficulties,we should revise the relations act between the people across the straits,sign a bilateral agreement of protecting investment,build CEPA,build a series of plans and arrangements in enterprises of Mainland to Taiwan as soon as possible.
