摘　　要：非强制行政管理模式从本质上是一种"以人为本"的管理方式,它以现代法律制度为基础,以"社会本位"为人文精神,通过转变工作方式,在政府与公民之间形成一种服务与合作的新型关系,提高了执法效能,降低了执法成本,改善了执法形象。"小智者治人,大智者治事,睿智者治法"。加强这一新型行政管理模式的制度化建设,把制度的推动力、约束力、监督力结合起来,对于增强非强制行政管理模式实践运作的整体性、科学性、实效性,具有不可低估的价值功能与现实意义。Non-compulsory administrative mode is essentially a ＂people-oriented＂ management style, which is based on modern legal system, with ＂social standard＂ as the human spirit, through changes in working methods, between government and citizens in the formation of a service a new relationship prove law enforcement efficiency, reduced law enforcement costs and improve the I ＂Small wise to management, Great wise to rule, wisdom to law. ＂ To strengthen new administrative model building, the system driving force for binding, and supervision power of combiningthe non-compulsory administrative model for enhancing the operation of the integrity of practice, scientific, effective, can not be underestimated the value of features and practical significance.
