摘　　要：低碳经济已然成为世界经济发展方向和人类生存的选择。江苏发展低碳经济有优势又面临压力,尤其是传统产业高排放与科技创新不足,经济转型捉襟见肘。要摆脱困局唯有调整发展思路,重设扶持政策与制度,严格保障措施。Low - carbon economy has been the direction of world economical development and the choice of human＇s survive. It has both advantages and pressure for Jiangsu to develop low - carbon economy. Especially the lack of technological innovation and the high emission of traditional industry that make government face many difficulties in economic transition. Only adjust the thinking of development, mainly construct policy and system, what＇s more, strict in making safeguard measures can help government get rid of such predicament.
