军民结合高技术产业的创新体系建设

摘　　要：通过归纳分析军民结合高技术产业的发展情况,指出了其缺陷与成因,构建了政府引导和市场机制相结合、企业为科技创新主体、中介和金融机构为沟通桥梁和资金保证、大学和科研机构为研究支撑的军民结合高技术产业创新体系,同时提出在产业经济学视角下,创新体系的构建要考虑产业结构、产业组织及产业布局等基本要素,以揭示军民结合高技术产业发展的有效途径。The paper has analyzed the development of the high-tech industry through army-civilian combination,pointing out its causes of formation and deficiencies.An innovation system for the high-tech industry through army-civilian combination is constructed.The system features combination of governmental guidance and market mechanisms with the enterprises as the main body for technical innovation,intermediate and financial organizations as the communication bridges and fund assurors,and universities and research units as research bolsters.It is also proposed that when constructing the innovation system,at the visual angle of industry economics,it is necessary to bring into consideration the basic factors,say,industrial structure,organization and layout,etc.in a bid to work out an effective way to develop the high-tech industry through army-civilian combination.
