摘　　要：文章从科技项目后评估要解决的问题出发,将科技项目后评估分为典型科技项目后评估和整体科技项目后评估。结合电信运营企业科技项目开展的目的、科技项目自身的特征,从科技项目全生命周期的角度,设计了电信运营企业典型科技项目后评估的评价模型与评价指标,搭建了整体科技项目后评估的框架。对电信运营企业开展科技项目后评估有重要的参考意义。To solve the problems in evaluating the technology innovation projects for telecom carriers, this article classifies the project evaluation methods into two catagories： typical post-project evaluation and Integral post-project evaluation. Taking the objectives of project evaluation and the features of project evaluation itself into consideration, and from the prospect of the whole life cycle of technology innovation project, we design typical assessment model and the corresponding assessment indicators, and build the integral framework for project assessment. What has been mentioned above will serve as important references for telecom enterprises carrying out the post-evaluation of technology innovations.
