新区事权体制研究——以宁波杭州湾新区为例

摘　　要：我国开发建设非一级行政区划的新区的成功经验比比皆是,但是很少从理论上研究非一级行政区划的新区的事权体制。新区事权体制与新区开发建设相辅相成,密不可分。新区有什么样的事权体制,就会有什么样的开发建设,事权体制决定或影响着开发建设的力度、进度、规模、效果,开发建设受制于并且影响着事权体制。现以宁波杭州湾新区为例,阐明新区的事权体制。Despite that China has successful experience of establishing a new administrative area,there are few theoretical studies on authority of office system of new administrative areas.As the system is indispensable to the development of the new area,the system of authority of office has decisive impact on the development in terms of intensity,process,scale,effect,and so forth.This paper probes into this subject based on a case study of the Hangzhou Bay New Area of Ningbo.
