摘　　要：从《海员培训、发证和值班标准国际公约》自1978年诞生以来的发展历程出发,分析该公约再次面临修改的时代背景,介绍此次修改过程,最后对2010年修正案的主要修正之处进行论述。This paper introduces the history of International convention on standards of training,certification which and watchkeeping for seafarers adopted in 1978,analyzes the context ofit which faces to be revised again,describes the whole process of this amendment,and discusses the major revision in the amendment 2010 finally.
