摘  要:提高农村人力资源资本化是建设社会主义新农村的前提和根本。目前我国农村人力资源总量过度"富足"与人力资本严重"贫困"的现象,已经成为制约新农村建设的关键因素。依据舒尔茨人力资本理论,以提高农村人力资源质量为目标,在解释人力资源资本化对经济增长重要作用的直观效应基础上,认为影响农村人力资源资本化主要有农村教育的目标错位与政府的职能弱化;阻碍农村剩余劳动力转移的困境;农村人力资本投资不足与人才流失;健康投资低下等几方面因素。提高农村人力资源资本化的路径选择包括推进农村教育事业;改变农村人力资源结构;建立农村剩余劳动力合理转移机制;完善农村医疗保险制度等。The premise and foundation for constructing the New Socialist Countryside is to capitalize the rural human resources.The"over-surplus"of today's total population of ourcountry's rural workforce and the serious short age of human capital has become the key factorof restraining New Socialist Countryside construction.According to Schurz's theory of human capital, improving the quality of work force in rural area as target and based on the intuitional effect of explaining the human resource capitalization's vital impact on the economic growth, it is indicated that the factors that affecting the rural work force capitalization can mainly referto dislocated objective of education in rural area and weakening function of the government; the difficulty of preventing transferring of remaining work force in rural area; inadequate investment in rural human capital and brain drain; low investment in health and other issues.To improve the methodology of rural human resource capitalization includes upgrading of the education in rural area; change the structure of rural human capital; establishing a reasonable mechanism for transferring remaining work force; complete the system of medical insurance and so on.
