摘　　要：文章将向量夹角余弦和IOWGA算子相结合,提出一种基于向量夹角余弦的IOWGA算子最优组合预测模型,并定义了优性组合预测的概念;通过对税收收入进行组合预测说明了该组合预测方法是有效的和合理的,且该模型存在优性组合预测。In this paper,an optimal combination forecasting model is proposed based on the combination of vectorial angle cosine and the induced ordered weighted geometric averaging（IOWGA） operator.And the conception of superior combination forecasting is given.By taking the combination forecasting of tax revenue as an example,the presented combination forecasting model to be proved to be effective and reasonable and it is a kind of superior combination forecasting.
