基于Webservice的危险品监管及应急救援协同平台研究

摘　　要：针对我国危险品运输多个部门监管现状,提出了基于Webservice数据交换技术的"危险品监管及应急救援协同平台"建设方案。该方案能解决"危险品运输多部门监管数据不一致以及难以协同应急救援"这一实际问题。设计了协同平台的技术框架,描述了二类不同用途的车载终端"监控终端"和"智能终端"的基本功能,并以环保部门为例阐述了服务平台与危险废物监管政务平台之间的数据交换及功能耦合,以及利用服务平台开展危险品运输事故应急救援联动的流程实例。还阐述案例中的Webservice数据交换方法,以及多源数据动态更新机制,并作了总结。For the status quo that the hazardous material transportation is monitored by different authorities in China, the construction scheme of ＂hazardous material monitoring and collaborative platform of emergency rescue＂ based on Webservice data exchange technology is proposed in this paper. The scheme is able to resolve the practical issues of inconsistent monitoring data of hazardous material transportation from multiple governmental departments and difficulty in deploying collaborative emergency rescue. The technology framework of collaborative platform is designed in the paper, and the basic functions of two different types of onboard client ＂monitoring terminal＂ and ＂intelligence ter- minal＂ are described as well. The environment protection department is taken as the example to expatiate on the data exchange and functions coupling between the service platform and the government affairs platform for hazardous waste monitoring and the process instance of carrying out the emergency rescue coordination for hazardous material transportation accident using the service platform. The method of data exchange with Webservice and the dynamical data updating mechanism of multiple sources in the cases of this paper are also dwelled. The predominance of the scheme is summarized at the end of this paper.
