摘　　要：城乡规划法的实施,为公众参与城乡规划提供了法律依据.但我国公众参与城乡规划还处于初级阶段,还存在很多问题,尤其是在公众参与程序上法律规定不够完善,可操作性不够.借鉴德国的公众参与城市规划的经验,提出我国公众参与城乡规划的程序建议,使城乡规划更科学、民主,从而促进城乡经济社会全面协调可持续发展.The implementation of the law of town planning provides the legislative authority for the participation of the public in town planning.However,the public participation of town planning in our country is still in the primary stage;many problems still exist,especially the incomplete legislative regulation and the lack of operability in the procedure of public participation.Using the experience of the Germany＇s public participation in town planning for reference and putting forward the procedure suggestions of our country＇s public participation in town planning will make town planning more scientific and democratic,which will further boost the sustainable,comprehensive and harmonious economic and social development of both the urban and rural areas.
