鼓励和扶持农民工返乡创业实证研究——以山西永济市栲栳镇为例

摘　　要：农民工返乡创业是解决"三农"问题和开展新农村建设的一条重要途径,并对其起到重要促进作用。鼓励和扶持农民工返乡创业,有助于培育新型农民、缓解就业压力、保证农民增收、发展农村经济、缩小城乡差距、建设和谐社会,具有长远而重大的现实意义。各级党委政府应以严肃而客观的态度对待农民工返乡创业这一新的社会现象,并采取有效措施对其不足之处予以改进和完善。因此,对鼓励和扶持农民工返乡创业的经验进行总结并在此基础上科学分析出现的新情况新问题,显得尤为紧迫和必要。山西省永济市栲栳镇是中国广大农村地区的一个真实缩影,其农民工返乡创业实践具有普遍的示范作用和启示意义。通过对栲栳镇农民工返乡创业现状的详细分析,客观指出影响农民工返乡创业的有利与不利的环境与因素、存在的主要问题及其原因,进而提出鼓励和扶持农民工返乡创业应当坚持的基本原则和有针对性、可操作性的措施,可以为在全国范围内更好实施这一政策提供科学的现实参照和政策依据。That the migrant peasant workers start business upon returning home is the solution to ＂the problems corning agriculture,rural areas and peasants＂ and an important way to new countryside reconstruction.So to encourage and support the peasant workers to start business upon returning home is helpful to cultivating new types of peasants,alleviating employment pressure,guaranteeing the peasants＇ additional income,developing rural economy,reducing the disparity between urban and rural areas,and building a harmonious society.The governments at all levels should take an positive attitude to the new social phenomenon of peasant workers starting undertakings upon returning home,and take effective measures to improve their actions.Therefore,it is urgent and essential to sum up experiences in encouraging and supporting peasant workers to start undertakings upon returning home and to make scientific analysis of the problems arising in the new situation.This paper takes Kaolao Town,located in Yongji city of Shanxi Province,as an example of China＇s countryside to find out favorable and unfavorable factors influencing the practice of peasant workers starting undertakings upon returning home,to analyze the reasons for these factors and to propose certain effective countermeasures which may serve as a reference for improving the work in other places of the country.
