摘　　要：我国"两改一同价"以来的农电发展成效明显,但农电管理体制,特别是代管体制不顺,制约了农村电力发展。分析了农村改革发展新形势对农电管理体制提出的新要求,从农电的产业政策属性、新形势要求、实际表现以及发挥电网统筹优势等角度对改变代管体制、完善股份制的几种改革方案进行了分析比较,给出了新形势下农电管理体制改革的基本思路和配套机制。The development of rural power is rapidly in recent years ever since two reforming and the same electric price in urban and rural districts,but rural power management system,in particular the substitute management system,restricts the development of rural electrification.This paper analyzes the demand of rural reform situation for the reform of the rural power management system, from the rural electricity industry policy,new situation,actual performance and the advantage of power grid,several reform programs are analyzed and compared,the basic thinking and supporting mechanisms for the rural power management system are also given.
