摘　　要：贯彻落实"先授权,后传播"原则是《关于加强图书馆著作权保护工作的通知》对图书馆的明确要求。随着数字技术广泛而深入的应用,图书馆对著作权的使用将更多地遵照"先授权,后传播"的程序。图书馆贯彻执行"先授权,后传播"原则的策略包括:遵循法定授权使用著作权规则、开展图书馆馆藏的著作权评价、采用谈判签订著作权协议授权模式、开拓授权使用著作权的便利通道、向读者慎重授予数字著作权使用权、优化图书馆使用著作权的授权模式、加强对著作权使用授权活动的管理等。Implementing the principle of ＂to be authorized first, to disseminate latter＂ is explicit requirements of ＂Strengthening Library Copyright Protection Work Notice＂ for the library. Along with the digital technique widespread and thorough application, the library using copyright will more refer to ＂to be authorized first, to disseminate latter＂. Strategies include： following the legal authorized copyright use rules, developing the copyright appraisal of the library collection, applying the pattern of signing authorization agreement of copyright through negotiations, developing convenient channels for authorizing copydght, awarding the reader use right of the digital copyright prudently, optimizing the authorized pattern of the library using copyright, strengthening the management of authorization of copyright.
