网络时代与深度民主

摘　　要：广度民主指参与民主的比例,深度民主指参与民主的程度。民主实现的深度,以民主的广泛参与作前提。在互联网时代,作为广度民主的信息、技术、素质基础,也同样作为深度民主的基础,且更有助于广度民主向深度民主的转化;网络时代的深度民主,其凸显参与程度的特点见诸于,更加充分的政治信息对流,相对的低成本政治参与,更多更强的政治对话色彩,互联网平台作用显著。Wide democracy refers to the proportion of the democratic participation,while deep-level democracy means the degree of democratic participation.The depth of democratic realization is based on the wide involvement in democracy.In the Internet age,the information,technology and quality of users are the basis of both wide democracy and deep-level democracy,which will help wide democracy transform to deep-level democracy.In Internet era,deep-level democracy can realize the following features of participation： 1.more effective political information exchange;2.low cost political participation 3.more and better political dialogues;4.obvious significance of the Internet platform.
