摘 要:在中国城镇劳动人口建立退休金制度近60年后,2009年中国农村开始了"新型农村养老保险"的试点,政府期望在2020年将该制度推广至全体农村人口。建立政府供给的农村老年收入制度的时间窗口已经打开。基于对财务可持续性、个人账户的可接受性、账户资产管理的效率性等方面的分析,在"公平"、"城乡统筹"等口号下建立的、与城镇职工基本养老保险结构相同的"新型农村养老保险"制度安排并不是一个最优的选择。农村老年收入保障制度的最优选择是基于基本生活保障、财政可持续负担的农村居民普惠式养老金制度,即将现行的新型农村养老保险中的"社会统筹"部分建成真正的农村普惠式养老金。After the pension system for urban workers has been there for 60 years, the New Rural Old Age Insurance piloted in 2009, and the government expected that the new system would cover all farmers in 2020. It's the time for constructing rural old age income security system which financed by the government. By analyzing on the financial sustainability, the acceptability of individual accounts, and the efficiency of the assets management, we can see the new system is not an optimum policy, which has been constructed based on the appeal of impartiality, unifying the development of the urban area and the rural area, and the same frame of old age insurance system of the urban area and the rural area. The universal pension system for the rural old age would be an optimum policy, which is financed by the government and targets the essential life expenditure, that is replacing the basic pension scheme of the new system with the universal pension scheme.
