国际金融危机背景下的社会保障制度创新

摘　　要：为应对国际金融危机带来的不利影响,我国制定并实施了"一揽子计划",由于社会保障制度具有改善收入分配状况、提升消费需求的反周期功能,因而被赋予重要角色。借鉴美国应对大萧条创立社会保障制度的国际经验和中国应对亚洲金融危机加快社会保障制度建设的历史经验,我国应着眼于完善覆盖城乡、适应国情的发展型社会保障体系,并着重在养老保险、医疗保险、失业保险和住房保障等关键领域进行制度创新。China has taken a series of effective measures to cope with the international financial crisis, in which social security system plays a more and more important role for it can meliorate income distribution and enlarge consumer demand. China can learn from U. S. which established social security systems in Great Depression and itself which speed up social security systems during financial crisis in Asia. China should consummate a social security system with wider coverage in both urban and rural areas and adapting national conditions, in which is vital old-aged insurance, medical insurance, unemployment insurance and housing security.
