高校学报的专业化转型与集约化、数字化发展——以教育部名刊工程建设为中心  

University Journals Turning into Being Professional and the Development of Intensification and Digitalization:A Study Based on the Prestigious Journals Project Proposed by the Ministry of Education

摘　　要：教育部哲学社会科学名刊工程启动六年来,取得了积极的成效。从所发表学术论文的影响力和质量来看,入选的综合性学报已成为同类期刊中的佼佼者,但与高校管理者和学者心目中真正一流名刊的形象尚有距离。在通往名刊工程"专、特、大、强"目标的道路上,有着四大问题需要解决:如何实现专业化转型、如何打破高校门户之见、如何适应数字化发展、如何应对期刊评价。这些问题构成了学报发展必须突破的瓶颈,而问题的根源则在高校学报体制。即将启动的高校期刊体制改革为名刊工程建设提供了前所未有的机遇。名刊工程的目标与期刊体制改革的大方向是完全吻合的。名刊学报应借此东风,共同构建专业化、集约化、数字化的高校名刊平台,以求突破瓶颈。在这一全新平台的起步阶段,当以现有名刊学报为基础,对各刊纸本发表的论文同步实行专业化和数字化的二次重组,创设以一级学科划分的若干数字化专业期刊,借助大型期刊网的数字化平台予以整体呈现,从而实现名刊学报集体的专业化转型与集约化、数字化发展。假以时日,辅之以必要的后续手段,则彻底突破瓶颈,达成名刊工程既定目标终将可期。It is six years since the Ministry of Education launched its Prestigious Journals Project in the field of philosophy and social sciences.Positive effects have been keenly felt,and those enlisted have become elite journals.Even though,it takes long to attain the first class of the prestigious.To be a prestigious journal,four problems should be addressed:how to make the turning into being professional;how to overcome parochialism in the perspective of a university;how to get used to digitalization;and how to treat with evaluating judgment of the journal.All in all,the problems can be traced back to the institution of university journals.The forthcoming reform of the institution of university journals presents an unprecedented opportunity for the construction of the Prestigious Journals Project since they share the same objective.The journals enlisted as the prestigious must take advantage of this and unite to construct a platform for university journals of being professional,intensification and digitalized.With the passage of time,and aided with necessary treatment,the goals of the Prestigious Journals Project will be realized.
