民主评议政风行风的学理逻辑:代议制的视角

摘　　要：代议制是迄今为止实现主权在民理念的一种最好制度,但代议制存在内在缺陷。分析我国当前民主评议政风行风活动的内在逻辑,并回答为什么要开展民主评议政风行风活动这一重要理论基础问题是本文的立论基础。代议制的多重委托代理链条可能断裂,而民主评议政风行风的根本功能则是弥补代议制的缺陷。将党的职能部门和中央政府组成部门均纳入评议对象是民主评议政风行风活动的发展趋势。今后我们应加强对开展民主评议政风行风的实证研究,以促进我国民主评议政风行风活动水平的进一步提升。This paper analyzes the theoretic foundation of public deliberation on the work style and service quality in government and public sectors from the perspective of representative system and tries to answer the question ＂why＂ these activities are carried out and on what theories they are based.The representative system has been regarded as the best institution to realize the philosophy that government should be ruled by the people.However,there are many ＂defects＂ in the representative system which can be amended by public deliberation on the work style and service quality in the government and public sectors.Furthermore,the authors discuss the deficiency of the practices of public deliberation and try to provide a scope for undertaking empirical research to further inquire into the activities of public deliberation on the work style and service quality in government and public sectors.
