论权力自觉与行政体制改革的内在逻辑

摘　　要：行政体制改革是政治体制改革的重要内容。对工具理性以制度设计为重点的行政体制改革的反思认为,行政体制改革不但是政府自身制度的变革,更表现在改革运行过程之中的人的改造。行政体制改革中人的改造的缺席致使其走入困境,权力的异化实质是人的异化,行政主体的权力自觉才是行政体制改革走出困境的根本出路。权力自觉核心思想是权力的价值理性回归和生存危机意识。化解权力自觉与行政体制改革的内在张力,行政体制改革才能成功。The administrative reform is an important part of political reform.We should reflect on the instrumental rationality which focuses on a system designed in the administrative system reform.Administrative reform is not only a change in the government system,but also in the human transformation in the reform process.The absence of the human transformation will lead the administrative reform to a dilemma.The essence of the alienation of power is the alienation of human beings.The awareness of power of the administrative body is the fundamental way out of the dilemma of the administrative system reform.The core idea of power awareness is the rational regression of value of power and the sense of survival crisis.Only by resolving the internal tension between power awareness and administrative reform can the administrative reform be successful.
