摘　　要：西北少数民族地区经过我国改革开放30多年的发展,在政治、经济、文化各领域都有了长足的进步,特别是在公民权利诉求方面有了新的发展。把握这种发展趋势对于我国西北民族地区和谐稳定、促进政府行为模式转变具有重大意义。The North-west ethnic erea has achieved great progress in respect of politics、economy、culture,especially in the requirement of citizen＇s right during the thirty years of reform and opening-up in China.Getting hold this development trend has a very important significance with regard to the harmony and stability in the North-west ethnic erea and transforming the governmental behavior model.
