摘　　要：三峡库区是贫困区县集中连片的重点地区,三峡库区的贫困与人力资源素质低下紧密相关。三峡库区要想从根本上消除贫困就要开发人力资源,提高三峡库区的整体人口素质。文章分析了贫困与人口素质的关系、三峡库区贫困的现状并提出了人力资源开发的基本对策。Human resources are closely related to the economic development and poverty.If we are likely to eliminate poverty thoroughly,we must exploit human resources and improve the population quality as a whole in the Three Gorges Reservoir Areas.The essential measure of eliminating poverty in the Three Gorges Reservoir Areas is to develop rural education,expand labor investment,promote population floating,improve the system of trained personnel,and shake off poverty through science and technology the pace of urbanization.
