城乡统筹背景下的农民工养老保险模式设计

摘　　要：农民工问题是实现城乡统筹的重要突破口之一,而农民工养老保险模式能否适应城乡统筹发展,这是问题的关键所在。目前部分省市试行的农民工养老保险制度带有明显的地域性、封闭性和过渡性。为此,文章以城乡统筹为背景对现有农民工养老保险模式进行分析,然后在精算分析的基础上提出了相应的设计方案与建议。The problem of migrant workers is to achieve a major breakthrough in one of the coordinating urban and rural areas, while the migrant workers pension insurance model able to adapt to urban and rural development, which is the crux of the problem. At present, some provinces and cities of the old-age insurance system for migrant workers has obvious regional, closed and transitional; therefore, This Paper first analyzed the context of urban and rural endowment insurance model of migrant workers, and then based on the actuarial analysis of the corresponding design and recommendations.
