摘　　要：把"泛北部湾合作"放在东盟及其与中国关系的新发展背景下,作一个多维的审视,泛北部湾合作应站在一个新的更高的起点上,要在实现中国和东盟互利共赢的战略指导下推进。在经济合作的基本制度上,遵循中国—东盟自由贸易区建设的原则和制度安排,借鉴GMS合作的一些做法,突出"泛北部湾"的特点、体现泛北部湾区域独特的合作优势,合作的内容可以尽可能广泛,提出能为东盟接受的行动方案或框架性建议。This article studies the Pan-Beibu Gulf regional cooperation from angle of the new development of ASEAN and its relation with China, considering that Pan-Beibu Gulf Cooperation should be push forward under the guidance of the Strategy of China-ASEAN common benefit and win-win. It should adhere to the principle and arrangement of CAFTA in commodity Trade. It could learn some experiences of GMS Cooperation, but should pay and make more efforts in bringing forth new form of mechanism;It cooperation more attention to the speciality of Pan-Beibu Gulf cooperation should put forward the framework suggestion of Pan-Beibu Gulf
