论城镇化建设规划的空间管制

摘　　要：破解"三农问题",各级政府不能就三农问题来解决三农问题,应该在三农之外,用非农理念来选择对策,即通过推进城镇化建设来逐步解决;而城镇化建设的节点是科学规划。为真正实现科学规划,防止"各路诸侯"对农村的肆意掠夺和城镇建设的无序性,必须运用政府管制这只手,对城镇规划实行严格的空间管制,使城镇化建设从无序走向有序,建设完整的城镇体系。Solving the problems facing ＂agriculture,rural areas and farmers＂should go beyond the concept of ＂agriculture,rural areas and farmers＂and solve the problems with other options as solving the problems by promoting the process of urbanization with scientific plan.The scientific plan for the urbanization should be controlled by the government so that the arbitrary disturb and messy urbanization shall be avoided and the urbanization shall be in order.
