中国慈善组织的行政化倾向

摘　　要：为构建慈善事业的社会治理模式,运用现代组织理论对中国慈善组织的行政化倾向进行了分析。分析认为,中国慈善组织的行政化倾向导致了慈善组织中的官僚化现象;其主要原因在于:社会发展过程中中国慈善组织"控权"功能的缺失,文化传承过程中中国民间慈善意识缺乏延续性;解决这一问题的路径是建构慈善事业的社会治理模式,形成一种与政府民政部门之间积极合作、公平竞争的慈善组织。Administrative tendency in China＇s charity organization often leads to bureaucratization.From the point of formation mechanism of charity organization,the authors find that the problem is caused by lack of power-control for charity organization in the process of social progress,and also by the cultural fault of folk consciousness on charity.To solve the problems,it is necessary to construct social governance mode of charity.Besides,the cooperative and competitive modes between the government and char-ity organizations should be promoted.
