金融监管治理的指标体系:因应国际经验

摘　　要：国际金融危机的爆发凸显金融监管治理的重要性。现阶段专门针对我国的金融监管治理进行系统量化评估的研究尚不多见。通过借鉴国际经验并融入独立设计的指标,总计4个纬度47个指标,针对我国银行业构建了金融监管治理评估指标体系。评估结果显示,我国银行业监管治理已具备良好监管治理的形式,但也存在不足,需要从独立性、责任性、透明度和监管操守四个方面加强监管治理。hltemational financial crisis has shown the importance of financial regulatory govemance. However, there are few studies that carry out quantitative assessment on financial regulatory gnvemance specially for China. On the base of international experience and some independently designed indicators, this paper designs 4 latitudes which totally include 47 indicators, and constructs China＇s banking regulatory governance assessment indicator system. The assessment results indicate that China＇s banking regulatory gnvemance has had a good regulatory governance form except some shortcomings. Thus, China should strengthen banking regulatory governance from four aspects, such as independence, accountability, transparency and integrity.
